Abstract
This study aims to determine aspects of ethical behavior in public service maladministration. This research uses qualitative methods with a literaur review approach from credible sources including journals, books, and information from government-owned rummy sites both nationally and internationally. The results of this study suggest that maladministrative behavior is the result of moral awareness, values in individuals contrary to the organizational context. The need to harmonize individual ethical behavior with the organizational context and strengthen the role of leaders.
